The Hakka Affairs Council recognizes that building a space and location for Hakka cultural development is the foundation for boosting Hakka identity and wakening ethnic consciousness. In addition to counseling local governments to handle the works of constructing and operating the premises of Hakka culture, the Taiwan Hakka Culture Development Center also continues planning works to establish South (Liudui) and North (Tongluo) Hakka Cultural Parks, taking over the construction and planning of these two parks from the Pingtung and Miaoli County in 2002. In Feb. 2004, Executive Yuan promoted these two parks as national cultural facilities. The Hakka Affairs Council then established a dedicated unit, “Taiwan Hakka Culture Center Preparatory Office,” to take charge of the preparation and operation of the affairs of the two parks. On Jan. 1, 2012, due to government reform, the office was restructured as the “Taiwan Hakka Culture Development Center.” The subordinate Liudui Hakka Cultural Park, with an area of 20 hectares and that was opened to the public on Oct. 22, 2011, is now planned to be a Hakka Cultural Village to support local industry and tourism. The subordinate Miaoli Hakka Cultural Park is positioned as a global Hakka cultural and industrial exchange and research center, with an area of 4.32 hectares and was opened to the public on May 12, 2012. Through the establishment of two national Hakka Cultural parks, the Hakka Affairs Council expects to provide a window for the public to get in touch with Hakka culture, integrate the tourism resources and featured industries of Hakka villages, and promote the vitality and economic strength of the Hakka people.
