Stray dogs in Banchiao, Taipei County, were captured by the sanitation crew and kept at a shelter at a dump under Fuzhou Bridge. In the beginning of 1996, the Life Conservationist Association requested two volunteers, Mrs. Yang and Mrs. Tang, to check up on the Fuzhou Bridge stray dog shelter. They found over 200 dogs that hadn’t been fed for a long time.

Mrs. Yang tried to help those dogs and took some of them to Dr. Lee. One of the pups Mrs. Yang saved at the shelter is called Genial. Genial had an awful case of scab mites and he didn't trust humans. Dr. Lee did a great job on Genial's disease but he strongly argued with what Mrs. Yang did at a shelter. While their arguments continued, the strong typhoon Herbert was just coming.
